Major international models for estimating vehicle operating costs are discussed in general, followed by more detailed critique (the Texas Research and Development Foundation) model and MicroBENCOST are found unsuitable, and the World Bank's HDM-III, Australian NIMPAC, British COBA, New Zealand NZVOC, and the South African methods need refinements and improvements to make them fully useful for the full range of applications in road investment appraisal. Only the Swedish VETO and Australian ARFCOM stand up to the test, but the former is not yet available for a personal computer and the scope of the latter is restricted to fuel consumption.
