A major focus for the deployment of ITS has been directed towards providing solutions to existing problems (ie retro-fitting). There exists an incredibly extensive range of equipment and technologies, which can be adopted or adapted. However, the strategically driven low cost and incremental deployment of ITS can be used in small cities where traffic congestion and incidents are not the driving forces, to meet community objectives quality of life, economic efficiency and economic development. Experience in Adelaide, South Australia, provides a model, which may have application elsewhere. This paper describes the first of the adopted strategies. Without such strategies the road system in Adelaide will become dysfunctional in the not too distant future and require the investment of considerable funds in expensive high technology ITS solutions and/or the provision of significant quantities of highly expensive additional road space.
