Because of the energy crisis of early 1974 and the resulting measures (both voluntary and mandatory) to conserve fuel supplies, there were dramatic changes in both the highway environment and accident scene. The study clearly demonstrates that reduced travel contributed significantly to the lower number of fatal accidents. The magnitude of the effect of the lowered speed limit on accident frequency was not as clear-cut as its beneficial effect on accident severity.
