This paper investigates the effectiveness of exception-based monitoring systems to identify risky road user behaviour accurately and prevent crashes. Companies that operate fleets have little visibility into their drivers behaviour on the road. Yet, this behaviour directly impacts businesses risk factors, safety record and operating cost. Unlike systems that address the road or the vehicle, exception-based monitoring systems like DriveCam, focus on the operator and use a corrective and preventative approach. DriveCam is a video recorder that is mounted on the vehicle windshield and records events triggered by forces such as hard braking. The video evidence is reviewed by behaviour analysts who make recommendations for specific driver coaching. Consistent feedback predicts which drivers have an increased risk of collision, coaching ensures long term improvements in driving habits and crashes are prevented. DriveCam has proved to improve risky driving and reduce property damages, workers compensation and personal injury costs by 30 to 90 per cent across 70,000 vehicles. Exception-based monitoring systems demonstrate a quantifiable improvement in driver behaviour. Drivers with these systems experience a reduced number of near misses and collisions.
