The development of major highway projects in the state of Victoria is subject to a wide range of Australian government, Victorian government and local government legislation and policy. This legislation and policy includes coverage of areas relating to transport policy, protection of flora and fauna, cultural heritage (both indigenous and post-contact), protection of many specific land use types (for example reserves, mines, high quality agricultural land), and protection of social values, air, water, noise, and significant landscapes. The paper examines the applicability of the suggested FHWA approaches to Victoria, together with a number of other approaches. In particular, the paper examines changes to project assessment methodologies to be more in line with those used by advisory panels providing independent advice to government and the use of integrated planning techniques to speed the planning process.
