In Japan, currently opened toll roads including national expressways and typical urban expressways amount to about 6,500 km, and on the average, about 6,000 million dollars are collected on about 5,000 lanes on a daily basis. In addition, the greatest traffic congestion, that is 35% of the total congestion, occurs at national expressway toll gates. Under these circumstances, attempts are being made to develop electronic toll collection (ETC) systems in order to ease traffic congestion at toll gates, to improve services for cashless operations, and to reduce management costs associated with toll collection. This report shows the results of the experiments on the driveability, safety, and vehicle handling capacity conducted by the Public Works Research Institute (PWRI) of the Ministry of Construction (MOC) by assuming an ETC system based on a single lane system without check bars for preventing the passage of illegal vehicles.
