The objectives of Part II of the study are; 1. To analyze the system functions, tasks, knowledge, skills and operational factors and personnell involved in the pre vision of energency medical care to highway crash victims. 2. To develop ambulance operational guidelines and an ambulance system operational model which will be applied and evaluated in representative field sites.
