Facilitating the implementation of research findings : a summary report.

Millions of dollars are spent annually on research to address surface transportation problems, but the results are not always implemented effectively. This report documents a two-phase project to determine what influences the implementation of research results into practice. Phase I included a literature review, visits to state transportation agencies, and the use of an expert panel to identify implementation boosters and barriers. In Phase II, a nationally representative survey of state and local transportation agencies was conducted to learn about the implementation experiences and practices of users of new research results. Implementation success is chiefly influenced by strategies employed by the researchers and users of the new products and processes to move innovations into practice. There is no one formula for success, but effective implementation is more likely when a number of key strategies are used. Most importantly, user agencies should plan for implementation, commit necessary financial and human resources and collaborate with researchers/developers throughout the process. The summary report provides an overview of the project. Appendixes A through G contained in the research agency's final report are not published here. Appendix A reports on the quantitative survey data, Appendix B presents exemplary practices and recommendations based on the qualitative survey data, and Appendixes C-G document Phase I work and provide supporting information.
