Comparing the federal states of Germany, there are considerable differences with respect to the kind, contents, and extent of supervision of driving schools. This implies distortion of competition for driving instructors and unused potentials for improving the quality of driver training. Therefore, the German Federal Highway Research Institute (BASt) commissioned an expert report to explore possibilities for establishing a consistently high standard in supervision throughout Germany. The report starts with a comparative analysis of the legal bases as well as the practice of driving school supervision concerning contents and methods in the different federal states. Furthermore, the current state of discussion on political measures to advance driving school supervision is reviewed. Building on that, a scientific requirements analysis is conducted concerning the legal bases of driving school supervision, its contents and methods, the conditions of admission and work as a supervisor, and sanctions for driving schools. Finally, a range of models for the implementation of driving school supervision is presented. (Author/publisher)
