This report summarizes the institutional issues encountered in the later stages of the FAST-TRAC (Faster and Safer Travel through Traffic Routing and Advanced Controls) field operational test (FOT). The purpose of this report is to identify important non-technical issues experienced during the course of FAST-TRAC, and to suggest possible lessons gained from these experiences. The intent is to provide guidance for those who will be taking responsibility for future ITS operational tests and deployments. The report is based primarily on verbal histories of the key actors in FAST-TRAC, recorded on tape and transcribed for analysis. The respondents represent the federal, state and local governments; private industries such as manufacturing and automotive companies; and consultants and contractors to the project. The subjects' involvement in the FAST-TRAC project include various aspects of field tests from policy making and program management to administrative, financial and technical support. Evaluators selected a group of respondents to provide an accurate representation of the various public and private organizations involved in FAST-TRAC. This diverse group of individuals provided their views, opinions, and criticisms of FAST-TRAC.
