The process of suburbanization is often the result of earlier federal programs. The Federal Highway Program, for instance, made possible the development of commuter suburbs quite distant from the central cities, though it was a "non-urban" program. In several large cities commuter pay for at least a portion of the services they receive through the payroll tax.
