In the report of late 2001 Safe, What is Safe?, SWOV indicated how the annual number of traffic casualties could be reduced considerably. These proposals were to be regarded as an addition to the proposals as were developed in the then National Traffic and Transport Plan of the Ministry of Transport. (NVVP). In Safe, What is Safe?, it was recommended, among other things, to implement the sustainably-safe infrastructure at a faster pace. This needs extra money and the Ministry of Transport asked SWOV to study the financial consequences of speeding up the implementation. This is why this study explored whether the road authorities could spend the various budgets made available more efficiently. The question came down to whether the sustainably-safe measures for the period 2003-2010 could be combined more often (than was the case up till now), with the road and sewage maintenance. Work has been going on since 1998 on Sustainably-Safe and, according to the NVVP, one third of the Netherlands road network would have had a sustainably-safe layout by 2010 to achieve the target of 30% less road deaths in comparison with 1998 (the so-called NVVP measure package). SWOV has proposed, from now onwards, to increase the implementation pace so that, for example, half of the road network would meet the Sustainably-Safe requirements in 2010 (the so-called SWOV plus-package). The present study of the affordability of this, limits itself to the roads of which provinces and boroughs are the (road) authority. In this report, the following questions are answered step by step: - What does it cost to provide one third of the road network with a sustainably-safe layout? - Which budgets were available to road authorities in the period 1998-2002? - How many sustainably-safe measures have been taken in the period 1998-2002, how much has been spent on them, and from which budgets did this money come? - How many measures will have to be taken during the period 2003-2010 to ensure that one third of the road network has a sustainably-safe layout, and what will this cost? - What are the extra costs for half of the road network to have a sustainably-safe layout in 2010? - Which budgets are available to the road authorities in the period 2003-2010, and how much of this is intended for Sustainably-Safe? Is that sufficient to have given one third or half of the road network a sustainably-safe layout? The questions were mainly answered on the basis of knowledge from a previously conducted study together with an analysis of data from the State Budget, supplemented by a number of assumptions. In order to obtain a greater insight into the way in which these road authorities are financing Sustainably-Safe from their various budgets, SWOV commissioned KPMG accountants to conduct a study of the (provincial and municipal) road authorities in the province of Overijssel. One of the most important results was that road authorities already often combine sustainably-safe measures with maintenance work. A scenario was calculated in which they always do this, and one in which they only sometimes do it. The result of the study was that, according to both scenarios, road authorities do not have enough money in the period 2003-2010 to realise the NVVP package, let alone the SWOV plus-package. In the scenario in which the road authorities always combine, more than €60 million is needed for the NVVP package, and an additional €165 million for the SWOV plus-package. In the other scenario, in which road authorities only sometimes combine, €180 million extra is needed for the NVVP package, and an additional €165 million for the plus-package. By far the most of the money is needed for a new layout of the regional through-roads; the rest is needed for the distributor roads. This calculation assumes that the extra funds will be available starting 2004. They concern the provincial and municipal roads. The shortfalls of the state highways (all of which are regional through-roads) have not been taken into account.
