Inflation is one of the principal reasons for the present financial crisis in transportation. The energy crisis has also impacted transportation in many ways. Basic principles which have been successful in producing revenues for transportation in the past are still sound. These include assessment of highway needs, production of funding levels that are adequate and affordable.
