In the centre of Budapest, the serious disturbances to every- day life caused by moving and parked traffic had led to a thorough investigation into the whole traffic system. The aim of the investigation was to modify modal split. Traffic restriction was chosen as a way to achieve this, with the new parking distribution system as the regulating basis.
