Using Norwich as an example, the evolution of traffic management and policies since the city was studied in 1963, is traced and it is suggested that past thinking has perhaps been too insensitive and inflexible to meet a changing problem. The paper advocates a doctrine of minimum fixed commitment combined with maximum flexibility.
