The article describes the difficulties encountered and the methods being used to overcome the problems of indiscriminate parking on footways in the london borough of enfield. An initial appraisal of the effectiveness of the application of the ban introduced in 1985 is given. An initial survey identified 444 roads for future investigation. Criteria were drawn up to determine the circumstances in which exemptions would be allowed and a standardised method of signing was agreed upon. Examples are given to illustrate the applications of these criteria to a variety of situations where there was no practical alternative to footway parking. A programme of strengthening footways has been started to prevent future damage to paving in exempted roads. Footway markings and prohibitory signs are discussed. Enforcement has been carried out by two officers and over 800 successful prosecution cases have been dealt with in the first year. The problem has been greatly reduced on residential roads.
