FORECASTING OPTIMUM BRIDGE MANAGEMENT DECISIONS AND FUNDING NEEDS ON THE BASIS OF ECONOMIC ANALYSIS

An analytic method is presented for evaluating optimum bridge management decisions for maintenance, rehabilitation, and replacement.The decision process is based on economic analysis of the alternatives using an equivalent annualized cost approach. Both user costs because of bridge level of service deficiencies and owner costs for maintenance and improvement are included in the analysis. By forecasting the optimum time and cost for actions on each bridge in the future, funding needs and number of improvements can be predicted. Results of an example bridge system analysis are presented. This paper appears in transportation research record no. 1268, Highway maintenanceoperations and research 1990.
