A framework for safety evaluation.

The safety evaluation of Advanced Transport Telematics (ATT) systems is by definition a new field. This means that there is no large body of experience or standard set of practice to apply. A major additional problem is that the standard measures of safety are generally not applicable, since results tend to be wanted after implementation periods that are too short for accident data to be meaningful or reliable. The work of the DRIVE II HOPES (Horizontal Project for the Evaluation of Safety) project represents probably the first systematic attempt to create a set of guidelines and standard procedures for the safety evaluation of ATT systems. This paper reviews some of the potential safety problems of ATT problems of ATT systems, summarizes the progress of HOPES in creating a standard set of procedures and methodologies and considers some of the remaining problems in safety evaluation of ATT.
