This paper has reported the development and initial testing of the free access concept- a unique transportation form- created to accommodate physical environments in which the pedestrian is dominant. Because this concept resulted from a particular set of needs identified by the authors, the test program was designed to measure the relative degree of success or failure to which each need was met. Results to date have been favourable and would tend to confirm the viability of this transportation concept.
