A BASIC 12-HOUR COUNT CARRIED OUT ON THE SOUTH EASTERN FREEWAY (MELBOURNE) UTILISING UNDERGRADUATE ENGINEERING STUDENTS IS DESCRIBED. THE VOLUME-TIME AND SPEED-FLOW RELATIONSHIPS CONFIRM THE TRADITIONAL ACCEPTED RELATIONSHIPS OF BEARD AND MCLEAN (1974). HOWEVER, SOME INTERESTING DIFFERENCES RELATING TO PEAK AND OFF-PEAK DRIVER POPULATIONS ARE DEMONSTRATED. FINALLY, FUEL AND TIME SAVINGS ARE USED TO PROVIDE AN ECONOMIC JUSTIFICATION FOR THE PROVISION OF URBAN FREEWAYS. IN PARTICULAR, THE INFLUENCE OF COMMERCIAL TRAFFIC IS HIGHLIGHTED. (A).
