The "FREQ 3" freeway model. Freeway operation study- Phase III.

This report documents the third generation of the freeway model and computer program, FREQ 3. The simulation consists of five submodels: (1) On-ramp queueing; (2) on-ramp merging; (3) weaving; (4) mainline travel time and queueing; and (5) off-ramp queueing. Chapter I provides background information on the Freeway Operations Study and on the model. Chapter II introduces and outlines the model. Chapter III describes the model and program in detail. Chapter IV contains guidelines for use of the model. Chapter V contains a discussion of model limitations and possible future improvements.
