Functional specifications for road pavements - a question of risk assignment.

Throughout the world, clients and contractors are investigating functional specifications. Asking questions such as, what are functional specifications? And why use functional specifications? Further, do we understand each other when we talk about functional specifications? Based on experience and international work the author is convinced that a conceptual approach is missing from discussion on functional specifications. There is isunderstanding between specialists, due to a lack of semantic clarity. Functional specifications are not new, they are used internationally; otherwise road building would not take place. What is new is that functional specifications will be used increasingly in contracts on a variety of different levels. This paper presents a conceptual approach that might enable those involved in functional specifications to better understand their own work and the work of their colleagues.
