One system suggested undermines the status of speeding drivers by the withdrawal of privileges. A list of measures in use or under consideration is provided and practical constraints on their use examined. These include: a) economic factors; b) behavioural factors; c) social and policital factors; and d) legal factors. A number of topics are put forward for discussion.
