London Underground currently owns 65 commuter car parks, providing approximately 11,400 spaces, largely located in the outer fare zones. London Transport's (LT) Park-and-Ride policy aims to encourage car users who drive into central London to switch to London Underground. LT intend to promote this switching and associated increase in car parking only where to do so would reduce on-street parking around stations and not significantly affect use of already congested road space. The paper considers 24 potential sites for these so-called Gateway stations to identify those sites with potential for development based on a strategic assessment framework involving three key areas of investigation - site visits, policies and demand modelling.
