The 2005 research programme of the Policy Research Centre for Traffic Safety provided the development of a web-based information system to carry out accident analysis in a GIS-based system. At the same time, this information system entails the valorization towards policy makers of the doctoral research that was carried out in the Policy Research Centre by dr. Karolien Geurts on statistical and data mining methods for the identification and selection of dangerous accident locations. Therefore, in 2006, an information system was developed in a web-based environment that enables to carry out accident analysis down to the level of individual accident locations. The software has several purposes: 1. Visualization of accident locations with the ability to consult information down to the level of individual accidents. The accident information that is shown originates from the records in the official accident database. 2.The ability to rank order black spots based on a weighting scheme per injury type, for a specified geographical area (Flanders, a province or a municipality) and/or a specific road type (motorways, regional roads and ring roads); 3. The ability to rank order black spots using an advanced Bayesian statistical methodology instead of using the raw accident counts. This results in a more statistical robust rank ordering. The current document describes the use of the software and provides guidance on the use of the different software modules. Therefore, this report must be seen as a manual, rather than a classical research report. This also implies that the statistical methodologies that are used in the software are not described in detail in this document, but reference is given to the relevant documents where more information can be found. Daarom werd, tijdens het afgelopen werkingsjaar, een informatiesysteem ontwikkels in een web-gebaseerde omgeving dat toelaat om ongevallenanalyses uit te voeren tot op het niveau van de individuale ongevallenlocatie. het softwaresysteem heeft verschillende doeleinden: 1. visualisatie van ongevallenlocaties met daarbij de mogelijkheid om de gegevens te consulteren tot op het niveau van individuele ongevallen. De gegevens die per ongeval getoond worden zijn afkomstig uit het ongevallenformulier; 2. mogelijkheid om zwarte punten te rangschikken op basis van eigen gekozen gewichten per slachtoffertype en voor een door de gebruiker vooraf bepaald gebied (gans Vlaanderen, provincie, gemeente) en/of type weg (autowegen, gewestwegen en ringwegen); 3. mogelijkheid om op basis van een Bayesiaanse statistische mthode gevaarlijke locaties te rangschikken in plaats van gebruik te maken van de beschikbare ruwe telgegevens. Dit moet een statistisch beter onderbouwde rangschikking opleveren. Het huidige document beschrijft het gebruik van de software en licht de verschillende schermen inhoudelijk toe. Dit Steunpuntrapport dient dus ook gezien te worden als een handleiding bij het gebruik van de software, eerder dan de klassieke opzet van een Steunpuntrapport waarin de opzet en resultaten van een wetenschappelijke studie worden toegelicht. De gehanteerde onderzoeksmethoden die aan de basis hebben gelegen van dit softwaresystem worden ook niet opnieuw uitgewerkt in dit rapport, er wordt in dat geval verwezen naar de Steunpuntrapporten waarin deze methodologie kan geconsulteerd worden.
