Within the world of transport momentarily a project called VINK is running. The aim of the project is to introduce a chip card system into the Dutch public transport. The system will be a so-called 'check-in, check-out' (Cico) system, in which the fee is based on the distance travelled. In phase 1 of the project the Cico system has been studied. A number of advises and research questions were formulated, which are described in the report 'User aspects of a chip card system in public transport : recommendations phase 1'. In order to find answers to these questions a research plan was made. This report gives a description of the plan. The knowledge and experience present at TNO-HF were used to define a research plan in order to answer the formulated questions. The plan described the work packages, the relation between the work packages and a time schedule. In addition, the efforts of TNO-HF and the VINK project team were formulated. In the first place, it was recommended to develop a functional specification of the system. The results of the workshop in phase 1, the present literature and the results of the 'Tripperpasproject' in Groningen could be used to achieve this. Secondly, it was recommended to test it in a laboratory environment. During the test the system will be presented to end users, in order to get a clear view on the suitability of the system with respect to the final user group. (A)
