The other papers of the book are placed in their mutual context in the three headings mobility, systems and policy by this introductory paper. Some key problems are discussed here in more detail. These regard a.o. the definition of the disabled, and being disabled as a factor in the mobility and the problem of making a selection between alternative transport or fully adapted transport modes.
