The new location policy knows a very high level of ambition. It is not only about pushing back the car-use but also about a vital and liveable level of ambition. This demands taking into account the partial interests and laying connections between residence policy and town and country planning. In view of this ambition it is only logical that the new location policy is decentralized. This initiative lies completely in the hands of the cities, regions and provinces. This paper goes into the forces that are launched with high ambition. Parking is no longer a technical task. To be able to come to a result in this complex environment, attention for the process is especially required. This demands a specified type of person who has an eye for that process and knowledge of business on a broad field. He or she will then be able to face the market much stronger in that process than is currently the case. Great interests are at stake: which locations will be more attractive, where will the car parks be situated or paid parking? The ruling authority that the Government can put opposite this has not yet been filled in properly. Each backing from the state has in any case disappeared. The new location policy in short requires a new balance between human – market – authorities. To come to a result, parking as a process will demand a lot of attention in the forthcoming period.
