Noise growth along national roads 1986-2010 – size and measures. The introduction of noise emission ceilings means that maximum noise levels will be set at a large number of reference points along the main roads and railroads. At some locations along main roads these ceilings will allow much higher noise immisions than promised in the past. The Ministries of Environment and Transport consider to make a compensation arrangement for cases where the ceiling is more than 5 dB higher than the noise level in 1986. This report provides an estimation of noise measures and costs concerned with this arrangement on behalf of the state. The arrangement is restricted to those dwellings which are not included in existing noise remediation programmes. In this report it is calculated that approximately 6300 dwellings meet these criteria. Most of these dwellings are found along motorways with a lower speed limit than 100 km/h. The arrangement aims at reducing the noise growth between 1986 and the ceiling to a maximum of 5 dB. This investigation shows that this requires noise measures along 300 km of road, in the form of silent pavements. Rijkswaterstaat expects that 70 km of this length will be tackled in existing projects before 2011. Another 85 km will be handed over to the provinces. As no ceilings are foreseen for these roads, the immision levels promised in the past will stay in force. The costs for silent pavements on the remaining 145 km of roads amount to 17 million euro. These pavements consist of 100 km of thin noise reducing pavements and 45 km of double layer porous asphalt. Some locations will also need additional noise barriers next to silent pavements.
