In 2001, the Swedish parliament made gender equality a goal of transport policy. The aim of this paper is to evaluate the effects of this process. The results show that, in general, policy documents simply equate gender equality with women, and measures for attaining more gender equality with public transport. This suggests that without both conceptual and structural changes, gender mainstreaming is an ineffectual strategy for promoting gender equality in the transportation sector in Sweden. (A)
