This paper presents Geneva's New Mobility Plan (GNMP), which defines an overall transport policy to be implemented by the year 2005. The plan allows for the interdependence between environment, urban planning and the economy. In relation to noise pollution, four sensitivity zones have been defined, according to their occupancy and activities. The plan has various measures for reducing sound emissions from vehicles. The Air Quality Improvement Plan concerns modal split, trip planning and parking management. The probable effects of various phases of the plan on vehicle exhaust emissions are indicated. The plan aims to maintain mobility in Geneva by linking it closely to a modal shift from car to a modal shift from car transport to public transport; a massive increase in public transport seems to be required. To improve accessibility to the city centre, the following measures are proposed: (1) the elimination of through traffic; (2) implementation of a combined underground railway and light rail system; and (3) improved management of parking by commuters and visitors. The public's attitude and shift in behavioural patterns will determine the success or failure of the GNMP, which will be introduced in several stages, each followed by a re-evaluation.
