Gericht verkeerstoezicht op de A2 : een korte termijn-evaluatie van een intensivering van het toezichtsniveau.

The Dutch motorway police (KLPD) started in December 1993 to enforce speed intensively on a part of the A2 motorway from Amsterdam to Utrecht. Photos were made unobtrusively of speeding cars from the road side. In the fall of the year 1994, the SWOV Institute for Road Safety Research was asked to advise the KLPD at what level one should continue the speed enforcement on the A2 motorway. The activities performed by the SWOV include: (1) a preliminary study; (2) a design for intensified speed enforcement, as the level has been lowered considerably after the start of the campaign; and (3) a short-term evaluation of the intensification of the enforcement level conducted between half November and half December 1994. The increasing level of enforcement comprised among other things the following: (i) around 300 hours of speed enforcement per month, compared to around 100 hours during the months before; (ii) the enforcement level was reduced on the 120 km/h part of the A2 motorway; (iii) the enforcement was intensified on the 100 km/h part of the A2; and (iv) the enforcement was intensified during the weekend and dark hours, compared to the months before. The short-term evaluation showed in general no reduction in both the percentage of speeders and in the average speed.
