Research has been done to the effect of speed limits. Arguments pro and contra are outlined. The influence of publicity via mass media is described, just like the influence of enforcement by the police. General speed limits give no ideal solution for different reasons which are mentioned. See also B 2613 and B 2614 for the other two parts of this research.
