The need for global dedicated short range communications (DSRC) systems standards has been recognized by many suppliers and users around the world. The major barrier to establishing regional DSRC standards in the past has been attributed to competition among electronic toll collection (ETC) vendors. The higher demand for bandwidth and capability for transmission of much more information in commercial vehicle operations (CVO) and other ITS applications is a basic reason for the disagreement among the parties negotiating for DSRC standards. There are also important concerns among users regarding return to investment already made to existing systems. Recent progress has been made toward establishing DSRC standards. Future attention should probably be turned to broader issues of global harmonization. There are a number of alternatives for facilitating further global cooperation in this area.
