The Goal Achievement Method (GAM), was considered ideally suited to the requirements of Tamar Region Road Study (TRRS). It allowed the full range of regional community goals, attitudes and priorities to be reflected in the ranking process; this prevented the ranking process from being dominated by traditional engineering and traffic/transport criteria. In practice, the GAM technique involves the selection of a group of people with widely different perspectives on regional issues.
