The points made in the report on speed are specifically addressed. The UK Government accepts that excessive speed is a major cause of road traffic collisions and that traffic restraint measures/speed cameras reduce the number of accidents. However it considers that reducing serious traffic accidents by a third by eliminating all speed-related accidents is unlikely, that the national speed limit sign should not be replaced, and that there should be continuous 20mph speed limits outside schools. Measures to reduce child pedestrian injuries, promote cycling, improve pedestrian facilities, site speed cameras to give maximum reduction in accidents, issue new speed limit guidelines, and install traffic restraint on mixed frontage urban roads are outlined. Research on intelligent speed adaptation should continue. Education, law enforcement and local authority involvement/financing issues are debated.
