Samenvatting

This paper examines what is necessary to achieve more effective and coordinated action within and between governments to deliver more sustainable transport system outcomes. Moving towards a more sustainable transport system will require cooperation and alignment within and between levels of government. Key requirements include a shared vision, a capacity for systems thinking, a long term futures focus, multiple strategies and sustained action involving all levels of government. These capacities enable the identification of leverage points that enable systemic changes. However, while the whole system perspective is critical, it will not lead to nirvana. Cooperation between the actors within a complex social system will always be challenging - but that should not prevent us from trying.
