This study was designed to develop guidelines that might be used by states and provinces in implementation or expansion or existing programs of graded drivers' licenses for older persons. Focus group discussions with older drivers in the United States and Canada and selected driver licensing administrators served as the basis for this report. The report provides special guidance in four basic areas: (1) identification of who should be a candidate for graded licenses; (2) conditions rather than restrictions for issuance of graded licenses; (3) implementation procedures for initiating or expanding a graded license program; and (4) evaluation of how effective such a program would be in helping older drivers maintain mobility as long as they safely do so. Part I presents the rationale for the study and the ways in which the guidelines were developed. Part II presents the guidelines.
