With ever increasing numbers of the European population living in urban areas, cities need efficient transport systems. Urban transport systems arealso part of the overall European transport system with many long-distance freight and passenger journeys starting or finishing in urban areas. Local level decisions are made within the framework of European policy and legislation. Enhancing mobility in urban areas is closely related to a variety of policy challenges included climate change, competitiveness, energy, cohesion and road safety. The European Commission avoids one-size-fits all, or top-down solutions, but supports, enables and encourages action at the local level. Most EU citizens are dissatisfied with current levels and standards of provision, so it is essential the overall strategies achieve the desired policy outcomes. Green papers on urban transport have been produced and discussions and consultations have taken place with regard to the best way forward. The European Commission's comprehensive support will enable local, regional and national authorities to facilitate their day-to-day policy making and will also help with the broader challenges. The action plan centres around six themes including promoting integrated policies;focusing on citizens' needs; making urban transport greener; strengthening funding; supporting an exchange of know-how; and optimising urban mobility.
