Local governments in the U. S. are implementing projects to revitalize or enhance existing transportation corridors. These projects may be implemented for community development, pedestrian and bikeway improvements, livable community initiatives or combinations of these approaches. The federal funding available in the Intermodal Surface Transportation Efficiency Act (ISTEA) and subsequently the Transportation Efficiency Act (TEA-21) provides funds that may be used for projects of this type. Although the term enhancement covers a wide range of projects, this paper will address a "streetscape" project. While many projects of this type have been undertaken in recent years, not all have been successful. The Green Springs Highway Revitalization Project stands out as a successful project and it is believed that there are lessons learned that are worthy of being shared with others who are considering similar projects. This paper discusses the project and lessons learned.
