Haifa Golden Lanes 1994 is a comprehensive and integrated road safety programme for elderly pedestrians in the city of Haifa. Haifa is the third largest city in Israel with a population of 250,000 people. It is the core of the Haifa metropolitan area with a population of 500,000 people. The population proportion of the elderly in Haifa is over 16%. This is significantly higher than the national average figure of 10%. The programme is financed by the Haifa Municipality, the Road Safety Administration at the Ministry of Transport and Eshel Association. Several national and local organizations participate in the form of a joint venture. The Golden Lanes project consists of 3 main sections: (1) Health and community ($130,000); (2) Road infrastructure improvements ($600,000) with special emphasis relating to the elderly; and (3) advertising and public relations ($55,000).
