This paper was presented at the `Managing Change in an Era of Scarce Resources' session. It is recognized that the greatest gains in transportation planning are realized in the early stages of the plan implementation. Two years after the completion of the Halifax Transportation Study and plan, and about 18 months after its formal adoption by City Council, what has been accomplished? This paper outlines the goals and objectives of the planning study, briefly touches on some of its innovative aspects and challenges, and reviews what has happened to date. The range of outcomes, and their ramifications will be explored in some detail. (A)
