The basic objective of the group on hazardous road locations: identification and countermeasures was twofold: to review and synthesize the experience of member countries in developing simple and effective techniques for identifying hazardous road locations; and, to review the available remedial measures and examine how they can be applied at the appropriate locations in the most cost-effective manner. The group's report includes definitions of the categories of hazardous road locations and the data requirements necessart for their identification through statistical and numerical methods; consideration is also given to retrospective and in-depth multidisciplinary investigations, as well as conflicts analysis techniques. The report includes a summary of the remedial measures, both corrective and preventive, which can be taken to ameliorate hazardous conditions; the measures relate to road design, road surfacing, road markings and delineation systems, road signs and furniture, and traffic management. With regard to the problem of selecting among a set of possibilities for corrective action, once hazardous locations are identified and the alternative countermeasures are analysed, the group's report presents an assessment approach based upon the goal of maximising effectiveness for a given expenditure and designed to assist decision-makers in selecting among alternatives.
