This paper presents a case study regarding the development and status of heavy vehicles control system in Abu Dhabi. In 1994, a project was initiated to develop a heavy vehicle loads and dimensions control system. In 2000, the above project was completed and in November 2001, operation on a trial basis began. A unique system in the region was established, comprising the state of the art, at the time, weighbridges including either/or both, low-speed and high-speed weigh-in-motion equipment, remote digital video surveillance, and electronic integrated data transfer by ISDN lines. A number of issues were addressed during the various phases of the project namely: site and equipment selection; equipment commissioning and testing; staffing and operational alternatives; information management and data transfer alternatives; actual system operation, and consequences of heavy vehicles violations. This paper presents the above topics as a case study in Abu Dhabi and present recommendations and lessons learned for use in other similar countries and circumstances.
