In May 2003 Glasgow City Council awarded a contract for an integrated Urban Traffic Management and Control (UTMC) System to control over 350 traffic signals on over 120 kilometers of Public Transport Corridors throughout the Glasgow City Council and neighboring West Dunbartonshire Council areas. The £4.1m BIAS (Bus Information and Signaling) contract not only coveredthe purchase of a Variable Automatic Traffic Control (VATC) System but also incorporated an overarching Integrated Management Facility to link the new system to Glasgow's legacy CITRAC UTC System and provide a UTMC compliant database and common graphical user interface (GCUI) using GIS (Graphical Information System). The UTMC SCOOT (Split, Cycle Offset Optimization Technique) system was provided by Peek Traffic and the IMF system by Mott MacDonald. These systems were to be integrated to a new £4.6m Automatic Vehicle Location (AVL) Tracking System to provide vehicle pre-emption at the traffic signals to 550 buses and provide Real Time Passenger Information (RTPI) at 250 of Glasgow's 1,000 bus shelters. This BIAS System was to provide an integrated control solution to complement the physical improvementsalong the newly established 120 km of the City’s Quality Bus Corridors.
