This paper deals with a model which can be used for the generation and selection of highway locations.The ARM-model is a combination of a multicriteria evaluation technique and a shortest route algorithm.The study area will be subdivided into squares based upon which a network can be set up.The link costs are equal to the loss of quality of the area, due to the planned construction of the highway.
