Samenvatting
The application however of a comprehensive set of measures in order to reduce traffic congestion on the road network is impossible due to the traditional conflict of interests with respect to planning and control of the network between the National Government on the one side and local authorities on the other side. In this paper a new planning scheme is elaborated which enables a more comprehensive approach to congestion problems in agglomerations.
