This report describes a method to calculate pavement costs which fits in best with dutch administrative practice. This method does not deal with the theoretic economic cost concept, but with the financial concept of expenditures. This calculation method makes it possible to charge costs other than the direct construction and maintenance costs. Furthermore alternatives are compared in an objective way.
