The aim of this report is to document subjects in the context of monthly measurements carried out into the use of Daytime Running Lights (DRL). These measurements were conducted at various locations in The Netherlands, from 1 November 1989 tot the end of December 1993. The subjects are documented in anticipation of the possibility that DRL may still be considered for introduction as a compulsory measure in The Netherlands in the future. These subjects are as follows: (1) the design and execution of the measurement programme and the measurement method; (2) the changes introduced over time, both in the measurement programme and in the measurement network; (3) the arguments which formed the basis of the choices that needed to be made; (4) justification of the quality control of the data collected; and (5) justification of the value of the data as a tool to estimate DRL use in The Netherlands. In addition, an overview is given of the number of vehicles counted over the entire measurement period. Graphic presentations are used to show the developments in DRL use. In general, it can be concluded that DRL use has only increased to a limited degree.
