Dynamic Traffic Management : benefits to society. Dynamic Traffic Management (DTM) remains a popular topic and increasingly gains political attention. However, the way we deal with DTM has become somewhat ‘unbalanced’ over the years: 1.Unbalance 1: the gap between technique, politics and user; 2. Unbalance 2: accessibility versus safety and livability; 3. Unbalance 3: national versus regional road network; 4. Unbalance 4: costs versus benefits. Furthermore, due to decentralisation, regionale governments will have to decide on investments in (utilisation of) infrastructure. There are many studies describing the relations between costs and effects of DTM-measures, but none of them gives a straight answer to the important question regional politicians are facing: should we do it (DTM) or not? In other words: does the benefit to society exceed the necessary investment? The regional cost-benefit analysis (CBA) answers that question, by taking into account all effects: not only on traffic but also economical, environmental and saftey effects. Therefore, the regional CBA will balance descision-making in DTM. (Author/publisher)
